Ministers are to be given a new "public interest" defence for keeping information from the public and Parliament, according to a document leaked to the Daily Telegraph.

The Cabinet office last night refused to comment on the leaked draft of the Government's proposals to implement the Nolan report, other than to say it was likely the contents would be revealed today.
