WASHINGTON - Monica Lewinsky's lawyer launched a savage attack on the man who is investigating her relationship with Bill Clinton last night. But in the process, he hinted that part of the substance of the investigation may be correct.

"As a result of your callous disregard for cherished constitutional rights, you may have succeeded in unmasking a sexual relationship between two consenting adults," William Ginsburg wrote to Kenneth Starr, the independent counsel.

Mr Ginsburg denied that the letter was meant to imply anything about the relationship between the President and the former White House intern.

Mr Starr is investigating whether the President lied about his relationship with Ms Lewinsky.
